The
Association

The Middle East Stablecoin Association (MESA) is an independent, not for profit industry body dedicated to the responsible development of stablecoins, regulated payment tokens and the wider universe of digital money, including tokenised deposits, central bank digital currencies and tokenised money market funds.

MESA is incorporated as a Non-Profit Incorporated Organisation in the Dubai International Financial Centre under DIFC Law No. 6 of 2012 (DIFC Operating Licence OL13658), and exists to serve the public interest, not the commercial interest of any member.

MESA's purposes are to promote public awareness, education, research, regulatory dialogue and best practice standards relating to stablecoins and regulated payment tokens, in support of financial literacy, consumer protection and responsible industry development. Its educational and research work spans the full digital money landscape in which stablecoins operate, from tokenised deposits and central bank digital currencies to tokenised money market funds. Everything the Association does, from its committees and corridor programmes to its flagship events and publications, flows from these purposes.

Born in the Middle East and built for the world, MESA convenes regulators, banks, issuers, custodians, exchanges, law firms, technologists, investors, students and professionals around one credible, independent table. MESA does not provide financial services, does not endorse any product or provider, and does not issue, promote or distribute any stablecoin or digital asset.

Dr. Bhaskar Dasgupta

Dr. Bhaskar Dasgupta is the Chairman and Founder of the Middle East Stablecoin Association (MESA). He is a board chairman, director, advisor, and investor across banking, capital markets, digital assets, asset management, and technology. He is a Member of the Advisory Council of Vietnam's International Financial Centre (VIFC HCMC) and an Advisor to the Capital Market Authority (CMA), UAE. Based in Abu Dhabi, he serves on the boards of, or advises, multiple regulated financial institutions across the Middle East, India, Singapore, and Europe. He also runs a family office foundation investing in funds, real estate, and startups, and advises families and family offices across the UAE, India, and the UK. Previously, he led market development at Abu Dhabi Global Market (ADGM) and its regulator, helping triple assets under management, scale ADGM into the world's largest regulated crypto jurisdiction, and establish ICE Futures Abu Dhabi. Earlier, he served as Chief Operating Officer of UK Export Finance, following a 25 year career spanning senior leadership roles at HSBC, ABN AMRO, Citigroup, and PwC. He holds a BSc in Mathematics from Bhopal University and an MBA in Finance from Indore University, along with a PhD in AI from the University of Manchester, a PhD in Terrorism and War Studies from King's College London, and a PhD in Spice History from Brunel University. He has embarked on a further PhD in Sacred Rock Cut Architecture at the University of Westminster. He is actively involved in academia as visiting faculty and a university advisor.

Ramana Kumar is the Vice Chairman of the Middle East Stablecoin Association (MESA), a Founding Board Member and Co-Chair of the Technology, Innovation and Education Committee. Ramana has over 20 years of experience across banking, fintech, and payments, with a strong track record of driving transformation across financial infrastructure in the UAE and the wider Middle East. His work has focused on building and scaling platforms that modernise payment ecosystems, strengthen financial institutions, and unlock new opportunities in the digital economy. Ramana currently serves as President of Stablecoin Ecosystem at ADI Foundation, where he is advancing the development and adoption of stablecoin infrastructure and strengthening collaboration with financial institutions and technology providers to support institutional adoption and modern digital payment frameworks. He previously served as CEO Middle East at Paytm, leading the company's regional strategy and expansion. Prior to that, he was the founding CEO of Magnati, the payments subsidiary of First Abu Dhabi Bank, where he led the transformation of payment infrastructure into an agile, growth focused platform. Earlier, he held senior leadership roles at First Abu Dhabi Bank and the National Bank of Abu Dhabi, overseeing digital banking, payments, and global transaction banking, and delivering first to market advancements in payments modernisation, cashless programmes, and financial inclusion.

Ramy Soliman is a Co-founder and Founding Board Member of the Middle East Stablecoin Association (MESA). He was President of GMO-Z.com Trust Company, a NYDFS chartered trust company that issued the GYEN and ZUSD stablecoins across multiple blockchains under New York regulatory supervision. He co-founded Stablecoin Standard, a global industry body for stablecoins, in 2022, and serves as Vice Chair of the ACI Global Digital Assets Committee. He contributed to the Wharton BDAP Stablecoin Toolkit and co-hosts The Stablecoin Podcast. His earlier career covers two decades in institutional capital markets at Citi, IG Group, Integral, and GMO-Z.com Trade UK, with senior regulated roles under the FCA and ADGM. He is based in Abu Dhabi.

She is a leading technology and corporate lawyer in the Middle East with more than two decades of experience. She is widely recognised as a thought leader in high-risk technology sectors, including virtual assets, Web3, gaming, artificial intelligence, and fintech. Her unique blend of legal expertise and entrepreneurial vision has positioned KARM Legal as a leading law firm in emerging technology law. Kokila is the co-author of Stablecoins and the Future of Financial Regulation, an internationally recognised publication. She was selected as one of only seven global experts to draft the Commonwealth Secretariat's Model Law on Virtual Assets, which has since been adopted and carries the force of law across multiple jurisdictions. She also served on the expert drafting team for the Commonwealth Model Law on Stablecoins, which has been formally adopted and brought into force. She holds key leadership and advisory roles within the Arab Monetary Fund FinTech Working Group and the Dubai Digital Asset Association. Her expertise and leadership have been consistently recognised by Chambers and Partners, The Legal 500 EMEA, and numerous industry awards.

Ilham Tamimi is a Founding Board Member of the Middle East Stablecoin Association (MESA) and Co-Chair of the Legal, Regulatory Affairs, Compliance and Governance Committee. She is the Founder and Managing Director of FinEthica Advisory, a boutique compliance consultancy serving banks, fintechs, and virtual asset businesses across all UAE regulatory frameworks. A career banker, she has three decades of experience spanning all areas of compliance, built inside some of the world's most complex financial institutions, and has held Chief Compliance Officer and Money Laundering Reporting Officer roles in both Turkey and the UAE, holding approvals from the CBUAE and VARA. Her career spans the UK, Europe, the US, and the Middle East in global and regional head roles with Citigroup and HSBC Holdings, continuing in the UAE with First Abu Dhabi Bank and Zand Bank, where she led landmark licensing projects across VARA Digital Custodianship and the CBUAE Payment Token Services Regulation for an AED stablecoin. She is a Fellow Member of the ICA (UK), holder of the ICA Professional Postgraduate Diploma in Financial Crime Compliance and the University of Oxford, Saïd Business School Diploma in Fintech, and a Certified AI Ethicist from the University of Oxford. She also serves as an Advisory Council Member at Harvard Business Review, and is a keynote speaker on compliance regulation, policy, transformation, virtual assets regulation, and AI.

Andre Olivier is a Founding Board Member of the Middle East Stablecoin Association (MESA) and Co-Chair of the Treasury Committee. Andre is an international treasury executive with close to 20 years of experience leading treasury functions across EMEA and global markets in fintech, payments, digital assets, and energy. He currently serves as Advisor to Group Treasury and Risk Management at ADNOC, where, amongst other things, he is driving the Group's digital finance strategy, spanning stablecoins, tokenisation, and blockchain based settlement, and a broader treasury transformation programme. Previously, as Vice President of Global Treasury at PayU (Naspers/Prosus), Andre led treasury across more than 30 high growth markets and contributed to a number of pioneering crypto initiatives. His career also includes senior treasury leadership roles at MultiChoice, Puma Energy, and Trafigura, building treasury functions from the ground up across more than 20 countries. Andre brings hands on expertise in stablecoins, digital wallets, and blockchain based settlement infrastructure, paired with deep functional and governance credentials. His work has been recognised as part of the TMI Best in Class Treasury MENA Team Award (2024). He holds an honours degree in Business from the University of Pretoria.

Matthew Nyman is a Founding Board Member of the Middle East Stablecoin Association (MESA) and Co-Chair of the Legal, Regulatory Affairs, Compliance and Governance Committee. Matthew is a fintech and digital assets lawyer with nearly two decades of experience spanning private practice, in-house leadership, and financial regulation across Europe, Asia, the US, the UK, and the UAE. He is Of Counsel in the Financial Services Regulatory practice at CMS, based in Abu Dhabi, where he advises on regulation for finance and technology transactions and projects, specialising in cryptocurrency, blockchain, and decentralised finance. He acts for a broad range of fintech businesses, including retail wealth platforms, cryptocurrency issuers, exchanges, custodians, and token issuing and trading platforms, with a particular focus on startups and high growth firms. Since qualifying at a leading global law firm in 2007, Matthew has worked in-house in fintech, served in the legal division of the UK's Financial Conduct Authority, and held C-level executive positions responsible for risk, compliance, and regulatory affairs, including as General Counsel of an AIM listed fintech investor. He has sat on the Fintech Scoping Forum of the Financial Markets Law Committee since 2017 and contributed to the UK LawTech Delivery Panel's Legal Statement on Cryptoassets and Smart Contracts.

Kristiina Lumeste is a recognised leader in digital asset fund management, real world asset tokenisation, and regulatory strategy, with deep expertise in fund structuring, blockchain investments, and governance frameworks. As Founder and Senior Executive Officer of Klumi Ventures, she secured the first ever digital assets licence for venture firms and virtual asset funds in the UAE, establishing Klumi Ventures as a pioneering institutional grade digital asset fund manager regulated by the Abu Dhabi Global Market (ADGM). Kristiina serves as an Advisory Board Member of the Middle East Stablecoin Association (MESA) and Co-Chair of the Technology, Innovation and Education Committee, where she helps advance regulatory, cybersecurity, and infrastructure standards for stablecoins and tokenised finance across the region. She is also a Digital Assets Startup Reviewer and Evaluation Board Member for Hub71, the Mubadala backed innovation accelerator, and regularly advises governments, corporates, and regulatory bodies on digital asset frameworks, fund tokenisation strategies, and governance policies. Earlier in her career, she was behind the first Binance Labs backed NFT marketplace, overseeing the launch of more than 200 projects in a single year. It leads the development of MESA's policy positions and contributes to the Middle East Stablecoin Standards, the region's first living framework for reserve transparency, AML/CFT compliance and risk governance. The committee speaks for the industry as a whole.

Banking
Committee (BAC)

A dedicated forum for banking professionals navigating the sector's interaction with stablecoins. The committee convenes practitioners to share knowledge and develop best practices on the questions banks face in practice, including account access, transaction monitoring, risk appetite and de-risking policies. It builds a common understanding between banks, regulators and digital asset stakeholders so that stablecoins can be integrated into the region's payments landscape responsibly. The committee operates as a peer learning forum in the public interest.

Technology, Innovation and Education
Committee (TIEC)

The committee driving the technical and educational foundations of the stablecoin ecosystem. It develops technical frameworks and voluntary best practice guidance for stablecoin infrastructure, spanning cybersecurity, interoperability and resilience, through open consultation with practitioners and experts. It also leads MESA's educational programming and public awareness work, equipping professionals, students and the wider public with accurate, balanced knowledge of digital finance. Its outputs are published freely in support of MESA's public interest mission.

Treasury
Committee (TRC)

The practitioner forum for corporate treasury's engagement with stablecoins. The committee convenes treasurers and finance leaders to share knowledge and develop best practices on receiving and holding stablecoins, engaging with licensed issuers, digital liquidity management and settlement. It examines where stablecoin rails genuinely add value to enterprise finance across the corridors MESA serves. The committee operates as a peer learning forum and does not provide tailored advice to any single entity.

Marketing & Events
Committee (MEC)

The committee behind MESA's convening power and public voice. It designs and delivers high impact events, from the flagship annual conference to closed door roundtables and corridor programmes, built for real dialogue among issuers, regulators, bankers, lawyers and technologists.
